  “Some poverty alleviation households don't even know their own interests have been harmed.”

 

“The poverty alleviation materials covered an entire wall, but the publicized information was unimportant; the important information wasn't publicized!” Zhao Yansheng, a grassroots disciplinary inspection cadre in Hebei Province, discovered that some ‘small corrupt officials’ often used such ‘deception’ to conceal their actions.

 

  This wasn't limited to the public announcement stage. Throughout the entire process of embezzling and misappropriating poverty alleviation materials, those involved painstakingly concealed their misdeeds.

 

  In September 2016, in order to wait for the best time to transport them, three village cadres in Chadian Village, Wengan County, Guizhou Province, secretly divided 30 bags of poverty alleviation fertilizer. They stayed in the village committee for a whole night. At 5 a.m. the next day, before dawn, they took advantage of the opportunity to drive the poverty alleviation fertilizer to another location.

 

  Pan Lizhu, the person in charge of the review office of the Chengmai County Commission for Discipline Inspection in Hainan Province, noted that from the selection of poverty alleviation recipients to the distribution of poverty alleviation materials, it was all handled by village cadres. Most people did not have a comprehensive understanding of poverty alleviation policies. Their most direct source of information was the village cadres; they often received whatever amount the village cadres said.

 

  “For receiving the precise poverty alleviation potato seeds, a fee of 10 yuan per bag was charged; those who didn't pay couldn't receive them!” In February 2016, in Qianhe Village, Weining County, Guizhou Province, village Party secretary Ye Shaozhong arranged for his son to collect so-called ‘unloading, management, and distribution fees’ from 268 impoverished households. The impoverished households all paid according to the ‘regulations’ for this blatant levy; many only learned they had been cheated after the case was uncovered.

 

Many grassroots disciplinary inspection cadres believe that cases involving embezzlement of poverty alleviation materials are not difficult to investigate, but they are difficult to discover. “Reporting a little more, distributing a little less—only a few village cadres know about it. Ordinary people can't find out, and some poverty alleviation households don't even know their own interests have been harmed,” Pan Lizhu said.

 

  No matter how concealed it is, nothing can be hidden forever!

 

  “Fellow villager, did your family receive the poverty alleviation fertilizer allocated by the higher authorities?” “Yes, we received it, but we had to pay 5 yuan!” In April 2016, in Houyan Gang Village, Linyi County, Henan Province, a villager’s casual remark alerted the inspection team. The case of the Houyan Gang Village committee’s embezzlement of poverty alleviation fertilizer and charging fees was thus uncovered.

 

  “When higher authorities conduct special rectification, inspections, and audits, conflicts arise among village cadres due to uneven distribution of embezzled poverty alleviation materials. During elections, they may report each other, bringing some problematic clues to light,” said He Dongsheng, head of the Party Conduct and Government Style Supervision Office of the Hainan Provincial Commission for Discipline Inspection.

 

  Once the grassroots are mobilized, the supervisory network will be strengthened.

 

  Sunlight is the best disinfectant. Strictly urging grassroots cadres to act according to regulations and discipline, and strengthening information disclosure, are important measures to address the problem of embezzlement and misappropriation of poverty alleviation materials.

 

  At the end of May 2015, Hainan Mining Co., Ltd. provided 40 cattle to impoverished households in Xingshi Village, Tun Chang County, Hainan Province. When drawing up the list of recipients, the village committee did not follow the regulations by discussing and deciding with the village representatives; instead, it was directly decided by the village ‘two committees’ cadres, and some of the impoverished households on the list were relatives of village cadres.

 

  A few days later, the town disciplinary committee discovered this problem during a supervisory inspection and immediately ordered the Xingshi Village committee to stop distributing the materials. A village representative meeting was held according to regulations to discuss and determine the recipients of the materials. After the public announcement, the materials were distributed without objection. The town disciplinary committee also issued a notice about this case, requiring all party members and cadres in the town to strictly follow regulations, regularly disclose information to the masses, and increase work transparency.

 

  Various levels of disciplinary inspection and supervision organs also launched special operations and conducted household surveys to ensure that poverty alleviation materials were delivered ‘intact’ to impoverished households.

 

  In April 2016, the Hui Ning County Agriculture and Animal Husbandry Bureau in Gansu Province allocated 7 tons of alfalfa seeds and 118 backpack grass cutters as subsidies for improved pasture seeds to Qicha Village in Laojunpo Town. The Laojunpo Town Disciplinary Committee proactively went to 5 communities in Qicha Village, randomly selecting 5-8 households in each community. Through household inquiries, comparing distribution rosters, and on-site inspection of materials, they checked whether the alfalfa seeds were sufficient and delivered to the correct households, and whether the grass cutters were distributed strictly according to the list.

 

  Some areas have also actively improved supervision and reporting channels to allow the public to better participate in supervision.

 

  In December 2015, He Tao, the village Party secretary of Sifang Village, Zhengfang Town, Jinzhou City, Liaoning Province, received 18 bags of disaster relief rice from the town’s civil affairs office but did not distribute it to the disaster victims. Instead, he forged a list of villagers who had received the disaster relief rice and submitted it. In March 2016, after receiving a report from the public through the ‘one-click reporting’ function on the Liaoning Disciplinary Inspection and Supervision website, the Liaoning Provincial Commission for Discipline Inspection transferred the problem clues to the Beizhen City Commission for Discipline Inspection. The city commission quickly launched an investigation and quickly clarified the problem. He Tao received a serious warning within the party, and the poverty alleviation materials were distributed to the villagers.

 

  Since 2017, the Qiongzhong County Commission for Discipline Inspection in Hainan Province has strictly controlled the verification of letters and visits in the field of poverty alleviation within five working days. It has given priority to handling suspected disciplinary violations in the field of poverty alleviation, and difficult and complex issues are handled by the county disciplinary committee leaders to promote the timely and effective resolution of problems.
